Firstly. If the Web Hosting company allows for PHP – that means you can write in PHP.
If you have the PHP code to create .pdf files (Whatever that may be), then all you have to do is find a host that will let you utilize your PHP code.
What your asking for, it sounds like, is a website that converts php script into .pdf files.

In your case there is possibility of ‘high traffic’. It means you many have many visitors in a day that would visit your website.
Therefore to support that, you’ll need high bandwidth
